This document is a Federal Register notice from the Department of Commerce regarding the final results of the antidumping duty administrative review for xanthan gum imported from the People's Republic of China (POR: July 1, 2023 – June 30, 2024).

Key Findings & Weighted-Average Dumping Margins

  • Deosen Biochemical (Ordos) Ltd. – 22.57%

  • Fufeng Group (Neimenggu Fufeng, Shandong Fufeng, and Xinjiang Fufeng) – 38.62%

  • Separate Rate Non-Examined Companies – 35.61%:

    • Jianlong Biotechnology Co., Ltd.

    • Jilin Meihua Amino Acid Co., Ltd.

    • Meihua Group International Trading (Hong Kong) Ltd. / Langfang Meihua Biotechnology Co., Ltd. / Xinjiang Meihua Amino Acid Co., Ltd.

    • Ningxia Top Hydrocolloids Co., Ltd.

  • China-Wide Entity Rate – 154.07% (applies to companies that did not qualify for a separate rate, including Shanghai Smart Chemicals Co. Ltd.).

  • No Shipments – Deosen Biochemical Ltd. was confirmed to have no shipments during the period of review.

Implementation Details

  • Effective Date – Applicable July 16, 2026.

  • Assessment & Cash Deposits – Commerce will issue instructions to U.S. Customs and Border Protection (CBP) within 35 days to assess antidumping duties and collect cash deposits at the specified rates.
